The Norwegian Ministry of Culture commissioned a report regarding technological developments which showed that a large portion of Norwegians were under the impression that gambling with foreign operators was legal while a smaller portion was unsure.
The legal online gambling market in the country is being challenged by foreign unlicensed operators.
Foreign operators represent a large number of adverts on Norwegian television although they are not permitted to operate in the market.
Based on the study’s findings, there have been a series of recommendations made to strengthen the regulations so it’s possible that we will see some changes in the future.

This type of new regulations coming out to control foreign operations that are not licensed in one country or another, meaning not in other countries except the one they are from is getting to be regular news. It seems that most countries that have legalized online gambling don't want their citizens to gamble with anyone...

It seems that most countries that have legalized online gambling don't want their citizens to gamble with anyone outside their own country and as long as legal operators are licensed of course. I understand the tax situation and I understand how expensive these licenses can be. I think countries getting together, discussing these types of problems could be helpful if they can also come together with the casinos and hash out an agreement that will be equally beneficial to all involved.
