I'm pretty sure they do allow non-African players to withdraw seculla, afterall I cant imagine they would be able to accept deposits from countries where they were not sending money back to, anyway I have heard quite a few good things about Springbok but I believe us UK players were recently cut out of playing there so...

I think that SpringBok is very good casino, but it's still not clear for me if they allow non African players to withdraw. Some says that they are not allowing non African players to play at this casino, but I have account there for a while and also I've played some freebies without any problem, but I've never had chance...
