N/D chips are not free money, they are a chance of getting free money. You have to meet the wagering requirements before they turn into something real.

This is not only legitimate. In terms of marketing it is a genial way to create leads (future customers) practically for free. I terms of players it players it is wonderfull chaance to check out the casino and its stuff and in best case to even win something. That is why top class casinos like Titan, Inetbet and so on, who all have a perfect record keep on to give free chips.
As for Rival casinos they do not get the magic behind this. With all this bonus banning they are banning their own (future) customers. This is not a shoot in the foot, it is chopping of the legs.
Personally, I take their free chips as a challenge. 50X, 99X playthrough, I don´t care; This is a "Come and get some!". The fun of playing real without money out ou your pocket. My own deposits go all without any bonus.
Now imagine you are a casino manager yourself. Your bosses demand you to create new customers (best way: N/D bonusses). Then they also demand you to keep expenses (i.e. payouts) small. What do you do?
You raise the wagering requirements: from 20 to 30 to 50 to 99 and so on. But max payout is still 1xbonus amount. So you as a player will need a terrible amount of time and luck to make out of e.g. a 50 free chip 50 free money.
And at this point you have to kick out the comp points to save yourself as a casino manager. Setting up a promotion where leads (potential customers) would accumulate more in comp points than in the promotion itself does not look professional.
Even worse, comp points are REAL money and could be withdrawn without any regulations - by us:-)
So, don´t care about the comp points.
This will all regulate itself - when the bonus (and customer) banning casinos will go out of business.
- just to add to rokko's post... free chips also wins real players money so in fact giving more free chips is actually making the casino money...even if you make wr and cashout...
lets say someone had a $100 fre chip with $4000 WR... They clearly will be having a few nice wins with that amount even if they dont make the WR... the "wins" come right out of the main pot which is money depositors have payed. Either way it will add to the RTP and payout %'s thus players who do deposit have less chance of winning.
Usually with free chips theres is a max cashout... someone could meet WR and have an overall win over the max cashout amount. This will get voided off.
