Colombia is located in the north-west corner of South America. It borders Venezuela to the north-east, Brazil to the south-east, Ecuador and Peru to the south-west and Panama to the north-west. It also borders the Caribbean Sea to the north and the Pacific Ocean to the west.
Online gambling regulations (and the lack thereof) are particularly strange in Colombia because they are in the middle of a period of transition. While there is no law against gambling on the Internet, the government asserts that there is, though this could be in preparation for legislation in upcoming years that would provide a government framework for regulating the industry. It's worth noting that land-based gambling is regulated, and proceeds are used to fund healthcare in the country. This means that they have a lot of incentive to get the ball rolling sooner rather than later when it comes to regulating Internet gambling.
With that having been said, a major online gambling event happens every year in Bogota, Colombia. It's called the Feria Andina de Juegos de Azar (FADJA), and it's a huge event that brings together tons of companies in South America, Latin America and other areas of the world. The fact that this event happens every year is evidence to some people that regulated online gambling will be coming in the country soon enough.
No licensing process currently exists for online gambling sites in Colombia. However, there have been a limited number of government efforts to start pushing in the direction of opening up a licensing process. In fact, there is a current law in place that offers fines and a ban from offering games in Colombia for as long as five years for companies that offer online gambling in the country without being licensed. This is particularly strange considering there's no way for them to become licensed in the first place at the time of this writing.
Since there is no licensing process and an unclear legal picture, no type of player protection exists in Colombia. To this end, the government has been trying to leverage this fact to encourge people to avoid foreign online gambling sites. This could be a part of the movement towards getting people prepared to play with Colombia-operated sites in the future.
