Latvia is a green-level online gambling jurisdiction with all types of online gambling regulated on a national level.

Lavia is a country located in eastern Europe. It borders the Baltic Sea to the west, Estonia to the north, Russia to the east, Belarus to the south-east and Lituania to the south.

Latvia regulates all aspects of the online gambling industry. They also have an exceptionally active blacklist that they are constantly adding to and tweaking. What's so strange about this policy is that they have very few operators who are licensed, in the single digit numbers, and this is largely because of an unrealistic and out of touch approach to how they handle fees and taxes for their licensing.

The tax rate is 10 percent of all revenues on top of a licensing fee. This is pretty high considering that Latvia is a very small country that does not boast an impressive population, especially when it comes to the numbers of people who gamble online. This means that there's no real incentive for many companies to try to become regulated there because it's simply not worth it from a profit standpoint. They'll have to fix this set of mismatched incentives before they see growth in the industry.

The licensing process in Latvia is fairly strong, and a license there means that a site is operating on the up-and-up. They have been looking at changing their licensing requirements to include a large initial licensing fee, but the taxes on revenues would be dropped to just five percent. A lot of complaints have been made about this because the existing licensees would not have to pay the large fee. However, this change has not been put into place so far.

Player Protections

Players are protected on a high level when they play with sites that are licensed in Latvia. Players have easy channels that they can use for documenting complaints, and they take these complaints very seriously. Players are advised to not try to play with foreign operators from inside of Latvia because of how active they are in adding sites to blacklists and trying to block transactions for foreign gambling. It's also illegal for players to gamble with sites that are not licensed and regulated in the country.
