Libya is a red-level online gambling jurisdiction with all online gambling being explicitly illegal.

Libya is located on the north coast of Africa. It borders the Mediterranean Sea to the north, Egypt to the east, Sudan to the south-east, Chad to the south, Niger to the south-west, Algeria to the west and Tunisia to the north-west.


All forms of gambling are illegal in Libya. There's a bit of history as to why this is the case. In the late 1960s and early 1970s, there was a coup which threw out King Idris. Led by Muammar al-Gaddafi, who ruled until 2011, a number of officers from their army overtook the government. This new leadership changed a number of major policies in the country, and this included an outright ban on all forms of gambling.

In the past few years, there has been a change in leadership in the country. However, because of the strong influence of Islam in Libya, it's particularly unlikely that this will lead to the legalization and/or regulation of online gambling in this jurisdiction.


No licensing process for any type of gambling exists in Libya, and it's not that likely that there will be one at any point in the next several decades. Instead of trying to regulate and police the industry, this outright ban pushes people who want to gamble into underground, illegal gambling operations. This doesn't do anything to help people who might need help for gambling addiction, and it doesn't help to generate any revenues for the government. In terms of pure logic, there aren't any good reasons for the ban on something that people are going to do anyway, but since this enforcement is largely a matter of the influence of religion, logic isn't the basis for the decision.

Player Protections

There are no forms of player protections in Libya for any type of online gambling. However, it's not clear how interested they are in enforcing laws against gambling on the Internet, and it's not clear how much access the average individual has to the Internet in this country. In theory, gambling with foreign operators would probably come with a very small chance of getting caught and an even smaller chance of being charged with anything because the police and government officials are busy with a lot of more important issues. However, if you decide to play from this country, then realize that you are at your own risk because the penalties for gambling can be severe.
