Maldives is a set of island about 400 miles south-west of Sri Lanka and about 700 miles south of the southern tip of India. It borders the Arabian Sea to the north-west and the Indian Ocean to the south.
One of the things about countries under Islamic law is that gambling is illegal by a default. However, the enforcement mechanisms are all designed around preventing land-based gambling. Since there's still a demand to gamble, citizens take this demand online as much as they can. This is definitely the case in Maldives where land-based gambling is largely pushed out, but plenty of people gamble online.
While online gambling is illegal in Maldives, there is virtually no level of enforcement. In fact, they have been gradually working towards decriminalizing online gambling, but they're not quite there yet. Overall, there's more promise in Maldives for open online gambling, if not a completely regulated market, than the vast majority of countries that use Islamic law.
No licensing process runs in Maldives. However, it could be a possibility in the future. As we mentioned above, they've been gradually working towards getting rid of the criminal charge for gambling, and this could pave the way to regulating the industry. This could be a big bump up for their economy as they're widely considered to not be a very wealthy country at all. Many other countries have done the same sort of thing, but only time will tell if Maldives will follow in their footsteps.
Since it's currently illegal in the country, it's obvious that there will be no level of protection by the government. However, they aren't very active at all about going after people who gamble online, and it seems like they think they have better things to do with their time and resources than to tell people what they can do with their own money.
This attitude is likely to continue as they continue their push towards decriminalizing online gambling and potentially working towards regulation several years from now. While nothing is promised, nothing indicates that the legal environment will get any more adverse towards the industry, and everything indicates that it should get much better.
