Mauritania is a white-level online gambling jurisdiction since it's not perfectly clear if it's illegal to play online in this country.
Mauritania is located on the north-western coast of Africa. It borders Western Sahara to the north, Algeria to the north-east, Mali to the east, Senegal to the south-west and the Atlantic Ocean to the west.

Mauritania is a good example of a difficult jurisdiction when it comes to online gambling because it's not completely clear if it's illegal to play online or whether it's simply discouraged. The influence of Islam is particularly heavy in this country, and like many African countries, this leads to a general understanding saying that gambling is illegal. However, it's not clear if this extends to play on the Internet, and it's also not clear if this is an actual ban that makes gambling illegal.

In an environment like this, you can't really expect there to be any licensing process in place for online gambling sites. Along these lines, no licensing process exists. Moreover, it's unlikely that any type of licensing will come up at any point in the future unless they decide to do a situation where they will allow businesses and operators while still not allowing their citizens to play in the games. This happens in some countries, particularly in Africa, to help raise government revenues without exposing citizens to the actual gambling. You see the same thing happen with a lot of land-based locations attached to hotels in major cities in some countries that target tourists with the locals not allowed to play.

Player Protections

You won't find any player protections in Mauritania for online gambling. While there aren't really any publicized cases of police or government officials going after people for gambling on the Internet, we can probably assume that the penalties for doing so would be relatively severe, so players are reminded that they play at their own risk if they're located in this country.

With that having been said, it's not clear that it's actually illegal in Mauritania. Until some sort of clarification happens, however, it's probably best to be on the safe side and assume that it would be considered just as illegal as land-based gambling would be in the sense that you would rather be safe than sorry with the level of likely punishment for playing.
