Qatar is a small, Middle Eastern country. It borders Saudi Arabia to the south and is surrounded on all other side by the Persian Gulf. It's also very close to the United Arab Emirates, which is less than 100 miles south-east from its southern borders.
Qatar has a legal system that's based partially on Islamic law. While not all parts of Islamic law are strictly followed, and while they are progressive in many areas, gambling is not one of their more progressive areas. Along these lines, all forms of gambling are illegal in this country, and that creates a situation where the demand isn't really being met. Obviously, players are going to find ways to gamble anyway.
This is why online gambling is still fairly popular in the country. When you add in the fact that Qatar has not enforced their ban in any major way aside from some cursory attempts at blacklisting, you run into an odd situation where it's illegal, but people do it anyway without any major ramifications.
No licensing process is available in Qatar, and it's unlikely to get one in the near future. The reason for this is that, while they are moderately progressive in a number of areas, they still have the influence of Islamic law, and this would make it difficult to get a government-operated licensing process going for Internet gambling.
With that having been said, it's also unlikely that they clamp down on the industry any more than they have already. This means that it's most likely that players will continue to be able to play online without interference from the government.
There are no player protections from the government in Qatar, for obvious reasons. Because so many people play with foreign operators anyway, it's best that they only use sites that are the most likely to pay out their withdrawals. We cannot recommend any illegal activity, but players who are going to get in on the action anyway would get the best chances to receive their cash outs by playing with an operator that has a history of being reliable with cash outs. The larger the reputation, the lower the chances of losing your money due to a shady operator.

" anneloc wrote: So I made a couple deposits with lucky red and they gave me cash back however I was told in the email that they are only able to process cashouts of 200.00 or more so my max cash out on my deposits was 180.00 so unfortunately even if I made playthru I couldn't cash it out !!!!!! And it went on to say maybe they could combine some other winnings if I were lucky. Any body else get this ? I will post the email. I've raised a query with them over this. This is ridiculous. All requests sent and results later."READ
