Overview
Online gambling regulations create a tricky situation in Slovakia. Technically, they are a completely regulated jurisdiction with licensing processes in place that foreign operators can use to become licensed to offer games and services to their players. In practice, the taxes and fees are so high that very few, if any, operators are interested in becoming licensed.
The incentives that this scenario creates are similar to what has happened in other parts of the world. Because players do not have good licensed options to choose from, the demand to gamble online is primarily met by foreign operators. This situation is complicated by the fact that they do not actively block these foreign operators on any level, so their regulatory setup is virtually useless as it stands at the time of this writing.
Licensing
The licensing process is pretty straight-forward in Slovakia. The way it works is that a total figure is selected based on 27 percent of the net take from players. This is a very high percentage, and it's actually so high that they haven't given out hardly any licenses at all. The simple fact of the matter is that operators cannot run profitable businesses with taxes this high, even with the population of Slovakia being similar to a number of other countries that have seen successful regulation.
Player Protections
Since no operators have licenses, player protections are a moot point. If there were licensed operators, then they would have reasonable player protections in theory considering the fact that they should be able to use some of that high tax rate to pay for the needed intrastructure. However, in practice, there's no evidence to support how strong their player protections would be.
Because they do not go after players who play with foreign operators, and because there is no blocking system in place for those foreign companies, virtually everyone who plays in this country plays with an unlicensed site. In that case, we recommend sticking to sites that have a history of taking care of their players with reliable withdrawals.
