Timor-Leste is a white-level online gambling jurisdiction where it's unclear if gambling on the Internet is illegal.

Timor-Leste is a small, island country in south-east Asia. It's located about 225 miles north of Australia and south of Indonesia. It borders the Banda Sea to the north, the Savu Sea to the west and the Timor Sea to the south. It's also known as East Timor.


The gambling situation in Timor-Leste is based largely around the fact that political figures have been pushing for them to try to turn themselves into the new Macau to take advantage of tax revenues on gambling. However, land-based gambling is still illegal here, and it's unclear if this ban includes online gambling as well.

One problem here is that most people do not have access to the Internet in Timor-Leste. This really limits the ability for people to gamble online. Like many island countries in this area, they really need stronger infrastructure to be able to gamble widely on the Internet, and oddly enough, that infrastructure could come indirectly if they were to try to compete with Macau. Along these lines, their long-term hopes to have a booming online gambling industry is indirectly tied to whether or not they try to compete with Macau.


No licensing process for any type of gambling exists in Timor-Leste. However, if they were to open up the land-based side for casinos, as many have talked about, then this could lead to a licensing process for both land-based and online casinos and other forms of gambling. This is a really interesting and critical time for online gambling right now because what happens in the next couple of years will have huge effects on how any potential licensing process could unfold in the future.

Player Protections

To date, there are no player protections for people who choose to gamble online from Timor-Leste. However, if they were to regulate the industry as a part of a big build up for gambling tourism, then that would have to change. No one wants to travel to an Asian island to gamble without knowing that the government will prevent any shady business from going on, and that would mean that large levels of player protection would be a necessary part of the equation. Like everything else regarding online gambling in this region, it all depends on whether or not they try to take on the gambling juggernaut of Asia.
