In the State of Wisconsin, any form of gambling not specifically authorized by the state results in a Class B Misdemeanor:

945.02  Gambling. Whoever does any of the following is guilty of a Class B misdemeanor:

(1) Makes a bet; or

(2) Enters or remains in a gambling place with intent to make a bet, to participate in a lottery, or to play a gambling machine; or

(3) Conducts a lottery, or with intent to conduct a lottery, possesses facilities to do so.

In the State of Wisconsin, Class B Misdemeanors are punishable with fines of up to $1,000 and imprisonment of up to ninety days, or both.  

Acting as an operator for unlawful gambling is a Class I Felony and can be punishable with fines of up to $10,000 and imprisonment of up to three and a half years, or both.  

We actually turned up very few instances of arrests for illegal gambling in the State of Wisconsin over the last two years, and there certainly have not been any of arrests of players merely playing online.  

The laws would seem to cover Internet gambling, though it is not mentioned specifically, and the potential penalties are pretty middle-of-the-road compared to other states that do have penalties, so we will classify Wisconsin as, ‘Lightly,’ restrictive.
