Venezuela is in the center of the north shore of South America. Colombia is to the immediate west with Guyana to the immediate east and Brazil to the south. The coast of this country has the Caribbean Sea to the north.
Online gambling in Venezuela is completely regulated for both licensees and players. While there are a very limited number of license-holders, this country allows its citizens to play with foreign operators. This means that players have no problems getting access to a wide range of different forms of online gambling with no government interference.
A national lottery company also runs in Venezuela that's treated as separate from the regular licensees. They offer a wide variety of games to players all across the country both online and from land-based facilities. The range of games is pretty typical for state-run lottery companies, and in 2012, they were given explicit permission to operate mobile-based games. This means people can play the lottery straight from their mobile devices.
As of early 2015, only three licenses for online gambling have been granted by Venezuela. In a somewhat strange move, only one of these are allowed to offer games to the players who reside inside of the country, and that site is physically located in the Netherlands Antilles. The two licensed operators who do not accept Venezuelan players are also not located inside of the mainland. Instead, they're located in a Venezuelan-owned area on Margarita Island.
There are no signs of Venezuela looking to expand their group of licensees in the near future. They seem more than happy with their limited number of sites and haven't shown any indication that they are interested in picking up higher levels of revenue through expanding their reach on the industry within their borders.
For players who enjoy the games at foreign sites, there are no player protections in place even though it's completely legal to play. For the games operated by the state-run lottery and the single state-licensed online gambling site, strong player protections are in place. The government takes the regulation of these operators very seriously, and because of how serious they are with it, there aren't really any instances of either company having real customer complaints. In any event, the licensees are expected to adhere to the highest levels of safe business practices including protecting the personal information and financial details of their players.
